At a time when trust in Australian politics and government is at an historic low, with only 25% of Australians having any trust in government at all according to the 2019 Australian Election Study, we are being asked to sign up to a digital tracing app, commissioned by the Federal Government, to enable them to provide information to State and Territory Governments. Before the COVID -19 pandemic drove us into a dual health and economic crisis, the idea of installing a Government tracking app on our phones would be an unthinkable proposition. But Australians are installing the COVIDSafe app on their phones at a phenomenal rate, and the prospect of 10 million devices having the app installed now seems like an entirely plausible, if still optimistic, proposition. So in a country with a low level of trust in government, strong and widely supported privacy laws, a strong anti-authoritarian vein in its culture and a decade of political history that’s caused widespread dismay at best, why are we suddenly so ready to embrace this app?

Ms Kaaren Koomen AM

Kaaren Koomen is the Director of Government Relations for IBM Australia and New Zealand and was appointed to the board of IBM Australia in 2014. She is also Deputy Chair of the NSW Telecommunications Board and Secretary of the Australian Services Roundtable.  In her career spanning more than 30 years Ms Koomen has worked in the private and public sector as a lawyer, an academic, a policy maker, a regulator, a senior business executive and has served on many public and private boards. Her area of expertise is IT law and policy.  In 2016 Ms Koomen was awarded with a Member of the Order of Australia for ‘significant services to the information technology and communications sector, to business through executive roles, and to education’.
